I think photoshop. it's not free.. though you can have a free trial.
i also think ms. paint is good for simplistic layouts.. |

*shakes it off* i dont have PS anymore. i used to have PS7, though. it's easy to use. :D and it's great since there are lots of tutorials on photoshop! |

anywho....ya i tried photoshop (the trial) and i like it, but the thing is, its expensive.... |

well.. uhh. there's a new version of paint -- free. download. no trial. :D it's real cool. it's not as good as PS but it's better than paint. yup yup!

I'd say Gimp + GimpShop plugin, 'cause then you can use Photoshop tutorials. Or Serif Products are cool, but you have to call and register them, otherwise they go -pouf-. Elements 3.o is almost as good as photoshop, but... like, you can't vector. =( Well, what can you expect?

Yeah, I'd go for Paint shop pro, it's MUCH cheaper and it does a LOT of cool effects, a lot of the same ones you can do with PS... people just have to write more tutorials for it
