That's just blending with text and some brushes.

Moved to webdesign
Well it's sort of like blending, basically they just took a similar picture, put it in the back, made it smaller, and made it more transparent. |

what i mean is the picture of the guy. because that's not a regular pic. someone told me it's raster.

i don't know what it is. but someone told me that it's raster imaging. i don't know how to make my picture look like that guy because that's not the original picture. at first i thought it was vectoring. but it's not.

Try running either the Cutout or Posterize filters....
They look similar to vectoring/vexeling. |

I think it's something like blending. There are tutorials in the tutorials section. If you don't like the ones here then you can google some.

I think he used a filter to make himself like that. Anyways, use this tut for blending. When you've blended, to get it like his, select the left layer and lower the opacity. It's going to make it more transparent. Then,play around with the filters it gives you to make it look like the guy.

well i tried to do the cutout and drop the opacity a little but it doesn't look anything like that.
