I think you can do that by using a photo/image editor like photoshop or psp. Have you tried looking through the tutorial section? If not they have some good tutorials there that might help.

its called a stroke go to your layer palette on the bottom right then right lcikc on one of your layers then click blending option then it should say stroke and theres settings there....<<thats for photoshop i forgott how to do it on paint shop pro but i think u click the font button then on the top there should say stroke but im not sure

i know how to make one border on psp but i dont really know how to make a second one .. thats what i need help w/ .. but im gonna check the tutorials ..
