Don't you just have to download the brush for the program you are using? That's what I've seen being posted around here.

| Edit | oh u mean in Photoshop?? I think u should go to Filter --> Distort --> Twirl or Wave with Screen blend mode. Well, im not sure about this...just try it >.< |

In that case... Go buy Photoshop or at least Paint Shop Pro, it would be pretty hard to make something like that with Paint.
