well look around cb for tutorials on how to make certain things. you can also go to good-tutorials.com. they have a huge database of photoshop tutorials. look also in the skins section to see what kinds of skins you can make and maybe you can get some inspiration. =]

Also, look in the big book of resources for brush links. It'll make your layout like oooohhhh...depending how you use it of course.
And dafont.com <-- for lots of text.. -------- (Yes, this has nothing to do with layout stuff, but it's to enhance your layouts looks) |

You have to code your layout yourself. Learn HTML/CSS. Best way to make your layout turn out how you want it to be. ;D
