flood control, why?

hmm. i notice. they always have flood control during noonish in the pacific time zone. why is that? i know it's to delete any unnessary topics. but it happens like every 3 minutes. and you have to wait 30 seconds also to wait for it to finish. and sometimes when im in the middle of posting. then i click send, the page goes to flood control. so everything i just wrote dissapears. .. =\
