So I'm planning on making a new layout.

So how do you do these like, stuff on photoshop?
Like, diagonal lines or these grid things? Or those dot things?

Are they filters or something else?

Yah, check out the tutorials.

Basically what you do is make a 3x3 pattern of some sort, then using the paint bucket tool, fill a new layer with it. Then change the blending mode to overlay, or screen, or whatever. Maybe change the opacity.
