I use a mix of both of them with all my layout and grpahics. It the best of both worlds. What one program can't do, odds are the other can.

Both programs are great. You can make amazing graphics in both.
I started out on Paint Shop Pro because it was the first graphics program I had heard of and therefore thought the best. Paint Shop Pro is more user-friendly which is helpful in terms of being new. But after mastering graphics on Paint Shop Pro, it gets boring.
I switched over to Photoshop 7.0 after my Paint Shop Pro stopped working. I was extremely frustrated with Photoshop at first. I couldn't figure anything out. The layers were confusing me. (Because I found that on Paint Shop Pro, layers weren't as necessary to know about.)
Well, after about a year and a half of using Photoshop I could never switch over to Paint Shop Pro again. Photoshop has so many more layer effects, filters, even image effects. Once you master Photoshop, going back to Paint Shop Pro is like walking your dog without a leash. Something's missing.

Though both programs were appealing to me. In the end, Photoshop definitely won over.

I like Adobe Photoshop, i dont know if its easier to use but i just became acustomed to it.. Its expensive but worth it. theres so many options and the end results come out a lot better... in my opinion

I used to be only Paint Shop Pro, but now I really have to use both if I wanted to make a huge graphic look just the way I wanted. They both have features that the other doesn't.
