how do you get the baner to kind of repeat all the way down like in the Jake Gylenhaal skin ??

that's a background. You can do a background-repeat.

yes, to get that exact same repeat, you do a vertical background repeat. there are also choices like horizontal, all directions, etc. that option is all the way near the bottom in your xanga look and feel.
