Don't Worry about being flat. I remember being small, i was MUCH happier then. I have 34D's They are just a pain in the behind. Trust Me smaller boobs are the best. Be thankful for a smaller chest.

breasts are just fat, chances are the heavier you are the bigger your breats are. and keep in mind that if youre 12 or 13 you have a long time before your breats stop growing, breats stop growing when your in your 20s
