uum im wondering if this is a photoshop brush
  because..if it is...can someone plz give me the site to download it from? i went through the big book of recources and looked through all of the sites, but i didnt find it 0_0 can someone plz help me? |

Erm, you know..you can't really tell. Brushes are brushes, and you can use any kind of brushes for any kind of program. If you want that brush, just open it up in Photoshop and go to Edit > Define Brush > 'OK'. And there you go! =]

yes it's a brush. i have it. i found it at angelic-trust.net or something like that.
