I wanna use this code but my whole Xanga moves..., WTF!! Options

^ I guess it's cuz it's a marquee.... but it's just supposed to put a nice glare/blury effect on my whole Xanga. My it moves the entire xanga as well.... how can I just stop it from moving? (I'm not the best with these kind of codes, and I tried everything)

What would I need to remove from this code? Or does anyone have the code what puts a blury glare like this on the Xanga?

well i think u just need to cut the code off because u have just got:
