I used to go to createblog a lot but i'd never really submit layouts. When I found out how, i tried submitting them but i'd always forget to put the attachment. Oh well. Silly e. Anyway, so really i'm not new, but i'm going to memorize the rules for each forum so i'd know what i ave to do to not get rejected. But you can say i'm new since i'm just starting to post layouts(xanga skins).
