you can make non animated ones in photoshop or psp or paint or a program like that. just design your own little picture basically..add text, effects, use brushes, patterns, anything..
if you want animated ones i think you can make those in imageready..not sure how though cause i don't have imageready. i guess you could also search the web for pre-made avatars |

^ Those are for AIM icons, but you can use them as forum avatars too.  Its quite really easy to make your own avatar, just open up paint and make anything that should be under 100 x 100. It doesn't have to look good, just be creative.
