it's easy to make a picture and make it a square, but how can you slice it up so it would look like the attached image? I have Phostoshop but i dunno how to slice it like that. can someone help?

What do you mean by slicing? You can use that tool with the dotted line square, set the size you want your avatar to be and just click the picture, copy it and make a new file with the same size and post it on there.

not exactly slice... more like making some neat designs like the example around the edges.

Instead of slicing, use the paint tool to draw the patterns on.
