Can't change regular text color! Need Help, please, Normal text won't change from black

I'm looking through my customs header code, and changed every hexadecimal into #99CCFF (the color I want).

And yet, the normal text is still black. Am I missing a code? If so, will anyone help me please?

look under your custom header did u change those??? maybe that'll work wink.gif
