Scrolling and starting fresh on a used computer |

when I'm using my browser like Firefox and IE and I'm scrolling it goes slow and it shows these lines when I'm scrolling. and I also want to reboot as in start fresh and make it feel like it's a brand new computer without using a disk.
I've seen my brother do it a lot of time on other peoples computer. I googled search "Scroll bar lag" and it says something about Graphic card or video card thing download. I dunno So please help me out. I'm trying to be as descriptive as I can. |
