How do you outline images in photoshop?

Well, I made that in PhotoShop, but it was like 2 years ago, and to be honest, I completely forgot how I did it. All I remember was that...I was using some pen tool or some sort.

Yeah I think you'd just use the Pen Tool. You'd just to have to be pretty good with the curves and such.

that looks like it was done with pentool then stroked, with a calligraphy brush or something.

Actually for that it would seem they took a tablet to it and drew it with a calligraphy brush in PS. But going along with what everyone else said, the look can be achieved via the pen tool. The look is called Line Art and here is an excellent tutorial for it:
