blog header not showing, blog header not showing Options

For some reason my blog header wont show and i cant for the life of me figure out why...

can anyone help? It will be greatly appreciated.
Also I want the 'subscribe to this blog' to show on the header, and for the shows header to cover the (view all) that always seems to be beside my headers, is there a reason for this?
