I want to make a flash xanga but I don't know what the best(easiest) program for making flash images with mouseover and links built in. Can someone tell me the easiest one that can do what I'm doing.

An easy Flash program that I like is SwishMax. But if you want more customization and more options, go for Macromedia Flash MX. Both of them are offered as free trials at their respective websites.
