notepad script, ?

Does anyone know how to make a notepad script like the one on the forums controls page.

I have TONS of php knowledge.

Is there a way to make it so it works off cache or cookies or something?

So when someone leaves and comes back the same thing is still there?

Like without making some sort of account?
