i was wondering is this a texture?
applied on this design or is there
another way to get the pink qlow effect

For the glow, all you have to do is make a new layer and add your little blobs, then set it to screen. To make the blobs, take a circle brush and set the hardness to zero.

You may have to mess with the layer settings. Sometimes screen doesn't work out right.

well if you need to find out where you can get those scratches in that image
swimchick.net has some, maybe the exact ones in that image.
screen or lighten can do the trick.
also remember to credit swimchick < its a requirement on that site.

A lot of these, however, are icon size (100x100) but there are larger ones mixed in there too. Just gotta have the patience to look for a bit. :]
