An easy way would be to select the brush tool. To continue the line around the picture, hold down shift, and click where you want the line to go. There should be a tutorial on cB that should help. I'll find it.

For the stroke on the two guys, just make sure you have a PSD of them. Once you have that, do a ctrl+click on the layer's thumbnail. Then you can either go Edit>Stroke or double-click on the PSD layer & go to the Stroke section & mess with the settings.
