What is the best software to make div layouts? I’m taking online graphic design classes. I need to know if Dreamweaver or Photoshop is better.

Dreamweaver is a text editor, it doesn't do images. Photoshop is where you need to go.
Both have a crazy price tag, just to make sure that you're aware. |
