Border, How to put this on my page and position it... Options

I made this border/banner whatever u wanna call it, to go right underneath the navbar, well now I need to know how to get it on my page and how to position it.. THanks

this puts a banner (image, video, whatever) under the advertisement, and under the navigation bar:

just change the height, width, background image (which will be your border / banner / whatever you want to call it) and remove the "Any text, links, etc."
