you could set up ftp using windows or you could use an ftp client to connect to your webspace to upload your files. i'd recommend searching for a free ftp client.

You use it anytime you want to copy files from your computer to your website ("domain").

It's kind of like a program. It'll transfer your files from your computer to the internet.

Smart FTP is a popular one. I personally use Filezilla, but I've heard lots of positive feedback about Smart FTP.

Like others before me have said, FTP comes into play when you want to put your files on your webspace.

Your index file is going to be one of your main files which has to be transferred from your PC to your domain.

There are two ways to transfer that index file, one is by using your file manager supported by cpanel, if you have that. Or you can use an FTP to make a connection with the host, and transfer the file.

I use Dreamweaver's Web Site Manager as my FTP, but you can use others such as smartFTP, cuteFTP, filezilla. All can be found on http://www.download.com/

so if you use Dreamweaver's Web Site Manager you wont need SmartFTP?

It's either/or. You can use Dreamweaver's Web Site Manager as your FTP, or you can use SmartFTP or any other FTP client.
