Neon Streaks?, How to add bright streaks to a picture. Options

I was just wondering how to get the bright streaks on a photo using photoshop.

I thought maybe using the Pen Tool and different strokes?

Well, I know that some people use pictures of like, camera lights, where you just shake your camera and take pics of lights, and use it as if it were a texture. Otherwise, I wouldn't know how because I'm not sure how the pen tool could get a neon-ish light look like that. I guess you could add a glow or something. :p

Is that really the only way?
Does anyone know if there are any brushes you could use to make that effect?
