Marquee coding, Box with image and marquee Options

hello im just new here, im trying to look for this code all over but i cant find. Im looking for a marquee code that goes around the box with image inside. It's like this it was a box with image inside then theres a border and there's the marquee text from the left, top, right and bottom outside the border of the image and after the marquee text theres a border again. I saw it to someone before and have the code but since i lost all the data of my pc when it was broke i cant find the code for it. I hope anyone can help me. im trying to figure the codes but i had a headache and still cant figured it out.This can be a really big help for me. Thank you so much in advance
