Does anyone know how to make blurry/scratched looking pictures more clear on photoshop?

Try the smudge tool and blur tool. Also try the spot healing tool.

^ yes, but you have to use that sparingly. You can't overdo it, or else it really doesn't look much better.
Also, you can also try to resize the photo a bit. That'll help with clarity. |

Well it really depends on the photo.
it might need some clearing up and you can use smudge, pen tool, patch tool, spot healing..ect. if it really needs a lot of work then you have to take a lot of time into it and use tools wisely. or just give up |

Or you can sharpen the pic more, or duplicate picture and set to overlay or soft
Also depends on what you are using, mabe the texture you set made it not clearer... and you can try using the eraser tool set the opacity to 25% or so, and erase the texture a bit on his/her face and it should look okay Unless all attemps fails then idk o_o |
