Video clips on a picture

I hope I can explain this good.
I know how to get a video and put it into layers and make animation icons. But how would I put a picture BEHIND the video clip?

This is the closest example I can find except the small image would be a video clip. Please help!

^ Not really. That's the only way with Photoshop.
