Does anybody know how make a small picture with terrible quality into a bigger and better pics. I try enlarging it on microsoft word but the picture come out with more blurry. Please help me out.

It depends. How small of an image, do you want to become larger?
For example. 100px --> 400px. IMPOSSIBLE. 100px --> 200px. Kinda of =/ |

It's technically impossible to enlarge an image to make it better than its original quality. Even in SinfullySweet's example of making an image from 100px wide to 200px, it may be just a little possible to try it keep its quality up with the original, but it most likely can't be better than it. However, there are a few exceptions. For example, you may be able to make an image bigger and vector that enlarged version to make its quality high.

^Yes this is true. The image will fail in image quality. It will be impossible to keep the quality if you even try to enlarge it 10 pixels. The image WILL become pixelated, and look low quality. You can try with the best of your ability to use filters/enhance the image, but it will never come out with the exact results you want.

yeah i agree with above, ur able to work better if the image is larger and you make it smaller. but not the other way around.
