does anyone know how this guy made his top 8?

i think he added the border on photoshop with stroke. and then used dreamwaver to make the top 8 look like that.

He either ganked the code from a website or even this one, or used dreamweaver to make a div table, and put the code at the bottom of his, "Who i'd like to meet".
