Screen Trouble, Fuzzy horizontal lines |

Right this very moment my computer screen as fuzzy, moving horizontal lines across it. I turn off the monitor, then turn it back on, and it goes away for a moment then steadily gets worse.
What's going on? I don't have money for a new screen D: |
