What happened?!, layouts back where they started? Options

if this offends anyone sorry but i thought CB was the one go-to-for-layouts site that was different from the rest. Why i say diffrerent is because it was the one site with good quality, outstanding, all out amazing layouts. It wasn't ultimated myspace or skem9 where their layouts are terrible, and jocked layouts are common.

i'm glad for the new CB4 but i thought that with the recent housecleaning thats happen a stricter guideline will be in affect.

for example:
Preception < this is a jocked layout
fall out boy< header quality is terrible (theres 10000000 fallout boy layouts out there.... )
classic mocha < been jocking off relentless
unforgettable< jocking off relentless
Avril Lavigne< i have that psd, and it doesn't really look like she did much...
Love Hurts I < doesn't look like much was done outside of rounding the image and adding three boxes... quality looks bad to the point where the font headers can't be read
Love Hurts I^ same as above just in black and one missing box...
Hugging In The Rain< looks like a pic from DA... if she wanted to make a minimal layout that looks decent she should try using stock first instead of taking images from Da and randomly adding boxes to make a "layout"...
Jessica Alba < outside of it looking terrible, the background doesn't flow... not to offend but how did this get accepted?
Electropop Fusion < i understand there a new look to this but there are certain ways of pulling it off and this is not one of them. (better way )
Angelina Jolie Plain & Simple< pretty awesome layout but its said to have been jocked from O Amazing
Marie Antointette < quality is terrible
Colorful < no idea what to say...
Sailor moon layout < creative... but is this really a layout... and its seems to have ben stolen from http://la-soldier.net/Graphics/Main/mmenu1.php

i know yah all heard this before... but it seems that despite the housecleaning the layouts section has gone down again
