Internet Taxes, need sources, anyone have?

Recently, listening to talk shows, I have heard that there was a proposition to tax internet usage. I believe it was the Chris Baker show? Anyways, I've just spent like the past 20 minutes googling and CNN'ing stuff trying to find information on it, but have only found information regarding some Internet related act passed in 1998, and the continuation of that through November 2007. The act pretty much prevented the taxation on the internet, but coming up in November that is subject to change.

I find this absolutely absurd. I Was talking to my dad about this and he was mentioning that they can only tax Cable users or something like that, and that they can't monitor how much bandwidth/internet DSL users use.

A lot of counter-arguments were that this would hurt e-commerce, and lower the GDP.
Also there's the point that most people's internet never goes off, as it's not inhibiting anything by being on.
