Is it possible to tell what browser is looking at your page?

Like for example, If its IE6 or lower, have a box pop us saying something in which they have to click OK?

Does that make sense?

No, sorry there isn't anything that is going to identify what browser someone is using and then have a pop up if there having that such browser to view your layout.

Although you can have a pop up notification come up once your page is loaded, that people could read..

Pop ups, they may not work the same way as you would like them to work, but your going to have to use a generator. Here is one example of one:
