Band Layout, Help With A Divide At Top Options

First of all I need to give you some examples of what I'm trying to do. Recently some bands have been putting in divides on the top of their pages that are made of sliced images. For some imagery go here->

Scary Kids Scaring Kids

The divide layers are on the very top of the page. I know how to make a divide layer and everything. But whenever I try this it just goes behind the ad and covers some of the text. How do I make the whole page move down to make room for my divide layer?
