NEON BOOMBOX, comment box..ppl cant add comments Options

everything worked fine on this delightful layout but i cant get the comment box to work properly all that shows up is "View All"...no submit comment or even an oppurtunity to write the comment
can someone please help i followed the code to the teee

I just happened to have some spare time today, and I come and I see two threads related to my layouts in one day. ;p This is why I had to disable my messenger...lol... but now everyone's just flooding the forums instead. Sorry.

I wish I could help everyone again, but I'm so ridiculously busy with school right now.

this is the code as i used it in my profile
in false tiger limbs topic with the neon boombox someone posted a fixer to the comment box problem. ive used the original code and the fixer code. niether have made my comment box accessible.
