i want to add some text over lapping some my pics, and i notice that some peo can make cool text over pics that blend with the pic, what programs are they using?

Moved to Graphics Help.
Pretty much any image-editing program can be used for something that sounds that simple. Gimp, Adobe Photoshop, and Paint Shop Pro are popular. Only Gimp is free though; the latter two are free trials. Do you have (an) example(s)? What you described is a bit vague.
