help with comment box and scroll bar |

i have the premade layout of the neon boom box with the pink background..... i did everything i was told but my comment box isnt showing up right...... theres no tying section nor a button to add a comment only one to view all my comments...... plus theres this scroll bar going down the side of my boom box and i dnt kno how to get rid of it..... could really use the help.......
