They look like textures. The smoky effect may be from a brush or texture with lowered opacity and/or changed blending mode. The boxes seem to be a texture, from what I see in a zoomed in view:


Sorry it's not much help. You can try asking the creator for the specific details.

^ Yup. They're brushes and/or white textures set to soft light.

uhh one more question. how exactly do i use textures on photoshop 7.?

There are a number of ways to use textures.
If you are new to Photoshop, I would strongly urge you to go through the incredibly helpful tutorials here.

As in how to use them? In Photoshop, you can copy and paste the texture onto your canvas. Then play around. Change the layer opacity and/or blending mode. :)

In PSP too. For that particular sort of effect, start with something like... Screen, soft light or lighten. Those two make things lighter. If you want a more harsh texture then you should use things like overlay and multiply.

You can always use the other styles too, but those five tend to be the best choices. I think PSP should have those...
