I don't know an exact tutorial but maybe some of these icon tutorials can help you come up with how to get that?

So I don't know the exact method obviously but that can be done by duplicating the layer you want to soften and use a 1-3px gaussian blur. Lower the opacity of the blurred layer (~50 but it depends on the image). The star brushes also add to the soft and glow effect. :)

you can also change the mode it's on like instead of normal do soft light, screen, etc.

I think those two are the ones I know of. You can try going through other icon livejournal communities.
