PHP vs. HTML, for inline frames

I just want to know a few things:

Which one is easier?
and
Which one is more efficient for IFRAMES?

I've noticed many websites switching to php, but I'm PHP clueless. I'm also okay at html, but I'm no wiz. I've heard PHP is better because of it being cleaner or more organized, or something of that sort, but I'm not too sure.

Is it worth learning more about PHP, or should I stick to HTML for now? If so, can somebody please give me a bit of info, a tutorial, anything that will help me out?
