1. Font is called "New Romantics" and you have to apply the white inside/black outside style yourself.

Well Okay. You could have said that. You just said you wanted a font like that. Big difference. But anyways, it is layer >> layer style >> stroke ....

You mean it going up and down...?
'Cause I pretty much don't really understand what you say.
If you want to make your own font though, that is a whole different story.

... Look like. You wanted how to make a font look like that, not how to make a font like that. What you said would imply that you wanted to create a font like that. Sorry, but I deal with bad syntax all day long... It gets to you after a while.

In either case, making things blink is really simple. In photoshop, when you create your banner, finish the design like normal. Don't merge anything.

Now, hide the layer containing the text you want to blink. Select the very bottom layer in your document. Merge your layers and then duplicate the merged layer.

Make the text layer you hide visable now. Duplicate this layer too.

Drag the first text layer under the duplicate of your merged image. You should now have 2 sets of 2 layers, one original and one copied.

On the second set's text layer, select the text and change the colour. Rasterize both text layers and merge them onto the base image. Now export to image ready.

From there, uh, someone else should explain because I use Elements 3.0 and I don't have image ready.

In my Icon i did the stroke :] and i just moved the text up in down in the frames. my signiture then i just changed the opacity of the words :] remember to change the frames for it to animate though!

the color changing is just duplicating the layer changing the color and changing the opacity to 0 on the layer in the second frame to make it blink like that
