I was wondering if anyone could help me out, I'm offering cash if you can.
I was going to use this image as part as my layout but the photo is just disorted, saved by jpeg. I need to know if I can have this image fixed to look better or if someone can make something like this, very simular at that. How exactly do you see it as being distorted? It looks fine to me...

If you're using PSP, which is what I use, then smooth the picture by 1 or 2, and then save by going to file->export->JPEG optimizer. Lower the compression value to 1 and it'll come out close to perfect :]
