I want to make a bulletin with a black backround and white text. What CSS names do I need to use?

Trish is right; it can't be done, at least not with html/css--I just tried to do so, it didn't work.
Have you actually seen this done in a bulletin before? |

Here, I tweaked around a bit:
<style>table, td, tr{background-color: transparent;}</style> <body background="http://img65.imageshack.us/img65/5336/blackjs7.png"> <font color=white>Insert your bulletin content here.</font> |
