The 20,000 soldiers that will be deployed in Iraq have to come from some place. By increasing the international military presence in Afghanistan, the USA may then be able to retrieve troops from that country and relocate them according to the american strategy. Seems quite a logical movement, IMO.

BZZT wrong! D:

BBC article

QUOTE
The US says that 3,200 troops of the 173rd Airborne Brigade will be deployed to Afghanistan in the spring, instead of Iraq.

The reinforcements, currently stationed in Italy, will replace troops from the 10th Mountain Division Brigade who are due to leave Afghanistan in May.

It means that US troop levels in Afghanistan will stay at 27,000, the highest since the invasion of 2001.

The 173rd brigade is expected to stay in Afghanistan for up to a year.

Its seems that in the short/mid term the number of US troops may remain constant, despite the call for further involvement of the NATO forces.

So far, Afghanistan is in a stalemate situation between the Taliban warlords' armed groups and the foreign forces; it's hard to predict which way the country is going to lean.
