When they asked me to be an Admin, I'll have to admit I was surprised as well, and I was very concerned with stepping on the Head Staff's territory, and of how the community would feel.

Addressing why I stepped down last year -- like Kiera said, that was over a year ago. I think I've become more mature and I highly doubt that someone telling me I'm not good enough to be an admin (besides the other admins) is going to influence me so much as to step down.

Addressing my time on Head Staff -- I was Head Staff for quite a while as well, and what I was doing as a Mentor nowadays was basically acting like a Head Staffer without the moderating actions. And, well, I think I'm well versed in how to actually mod, so I don't think my integration back into moderating will take too long to adjust to. The only thing I need to work out is accepting/rejecting stuff because when I had access to the queue, it was done differently.

Addressing the other Head Staffs -- I felt really guilty doing this and not having one of them, but it is an Admin's decision to promote another Admin, and they just felt that the Head Staffers weren't ready right now, and they've already said their peace about it.

I hope I'll be able to turn your guys' opinions around.

To answer your first question, that would be Ju-Sun. Ideally there should be three Administrators and four Head Staffs. He is fine with our decision, trust me. =)

As loathe as I am to correct Rebecca, that was actually originally decided in committee by the ByLaws staff, over two years ago, and as a member of said staff, I can say with complete confidence that no, it WASN'T with anyone in mind.

And even if it HAD been, that doesn't in any mean that that wish would have been sacrosanct.
