Is there a code that can make an iframe (without a targetted link to load) have a BG colour? Instead of relying on it targetting a link that has one?

An iframe just loads a webpage in a small frame, so it will have whatever background that webpage has.

You can, however, create a scrolling frame with a background color (appears like an iframe, sorta) by using a div overlay.
