Something is wrong with the layout...it used to work Options

I am not sure how to use this...and I am not sure why my background is no longer showing up as it was before. I have tried to take the simple steps that I read from Tom but to no avail it still does not work. I deleted the first few comments I recieved recently, I went back and re-applied the layout code...please help. I know I could find another background but I happen to like the one I had! This is what I used

How is it not working? If you got the layout from here and the images aren't working, then thats not tom's ffault. Our image server is down.

There's nothing wrong with the coding; createBlog image servers are being a little wonky as of late so if you wait, eventually the images will be up again.
